The Pool Section |
|
The District Pool is an important supportive
sub-system in any Collectorate. It is
basically designed to provide vehicular support to District Administration for
speedy discharge of official duties. Its
basic role, therefore, is to procure and maintain Government vehicles in a
centralized manner and to allocate
those vehicles as per requirements. Consequently, this section is also
responsible for arrangements of fueling, preparation of bills for fuel charges, repairing charges, purchase of batteries and tyres etc. This
Section also controls and allots
duties to the drivers and the cleaners engaged for running the vehicles.
Presently, there are 18 Govt.
vehicles of different makes in the Pool, though some of them are
now out of order. There are 17 No. of drivers & 1 cleaner
engaged in the Pool.
This Section maintains Log Books,
repairing register and fuel register in respect of each vehicle
and Registers for drivers, special allowances & cleaning and
washing charges etc. Besides, like the other sections, this
Section also maintains Allotment Register, Bill Register,
Stationery Register etc. |

Passport Section |
|
The Passport section has been designed to enable the District
Magistrate to issue Indo-Bangladesh passports to applicants with
place of origin in this district. Like all the other border
districts of West Bengal, this district also is guided in this
matter by the relevant circulars of the Home (Political)
Department.
Presently, forms for application for passports are available in
the office of the District Magistrate and does not have to go to
the Regional Passport Office in Kolkata for the same. The forms
once collected, filled up and deposited are processed from here,
the police verification (DIB Report) done and sent to the
Regional Passport Office for further checking of details and
issue of the Passport. |

VR
Section |
|
The V.R. section constitutes a major wing of the Regulatory
Administration at the district level. This section is basically designed to
screen the potential recruits to public offices through examination of their
antecedents on the basis of reports obtained from Police authorities of the
respective areas. The appointing Authorities in the various departments of the
Govt. of India as well as the State Govts. regularly requests this section to
verify the antecedents of the
persons selected for the appointments and they may be actually appointed only
after this section gives a satisfactory report.

Loan |
|
The loans section of the Collectorate is meant to extend loans to
cultivators for purchase of agricultural inputs. The Govt. of West Bengal, in
the Agriculture Dept, allots district-wise funds, following which the District
Magistrate arranges to disburse the loans to the beneficiaries through the Blocks. |

L.I.G.H. |
|
The
historical backdrop is that the L.I.G.H. scheme of undivided 24-Prgs. was
introduced by the Planning & Dev. Dept, Govt. of W.B.
in the year 1955-56. It is now handled by the Housing Department. The object of the scheme is to assist the rural people to
construct 'Pucca' residential houses
by granting loan against mortgage of property. Loan is usually sanctioned to the
individual who (i) has a plot of land for proposed construction of building,
(ii) who has a certain threshold monthly income. (iii) who do not have any pucca
house in his/her wife’s name. |

Compensation |
|
The
Compensation section of the Collectorate has been designed to attend to the
compensation problems evolving from the implementation of the West Bengal Estate
Acquisition Act, 1955. The Ex-intermediaries abolished since the inception of
the said Act are entitled to prescribed amount of compensation, for which the
assessment rules are prepared by the District Land & Land Reforms wing, on the basis of the
prevalent rules.

General Section |
|
Earlier known as the ‘English Office’, the general section is
one of the oldest wings of the Collectorate and deals with
various correspondences on behalf of the collector. All
residuary functions not covered by other sections are dealt with
from this section. Two of the most important roles include
formulation of budget estimates, net grant statements,
B-statements etc. and dealing with audit matters. Some other
traditional functions of this section have been delegated to
other specialized wings like that of the Establishment Sections,
Gazetted Cell etc. |

The Establishment Section |
|
This Section looks after the personnel matters of the District
Administration. As such, it is looking after the following staff
matters -
Appointment, Gradation, Confirmation,
Promotion, Transfer & Posting, Sanction of G.P.F., Loan prayers,
Leave matters, Maintenance of Service Book, Pay fixation
matters, Preparation of salary bills, G.P.F. Loan bills and
other related bills and all pension matters etc. Relating to the
staff. Apart from the routine registers, this Section maintains
pay acquaintance Register, Bill Register, Gradation Register,
Leave register

Group 'D' Establishment |
|
While the General Establishment Section basically relates itself
to all the general problems of the staff, the Group 'D'
Establishment Section has been designed to look after the
specific cases and problems relating to the members of the staff
belonging to Group 'D' category. The general principle and
procedures in the Establishment Section are adopted in specific
terms by the Group 'D' Establishment |

Gazetted
Cell |
|
Under the broad purview of the General Establishment section,
this specific cell has been evolved in this district to attend
to the problems of the erstwhile Gazetted Officers. This cell
adopts practices and procedures evolved in the general
Establishment Section. |
|
|
|
Nazareth |
|
One of the more traditional wings of any Collectorate, the
Nezarath as an institution has been designed to conduct
financial transaction on behalf of the Collectorate and to
maintain the Collectorate properties. In specific terms, the
Nezarath disburses Cash and cheques of all sections of
Collectorate and maintains the Collector's Cash Book as well as
the P/L A/c. It maintains all buildings of the Collectorate and
controls the Guest House at Sagar in this district. The Nezarath
in the district of South 24-Parganas has a unique responsibility
in conducting the annual Ganga Sagar Mela. Traditionally the
District Nezarath is rendering other important multifarious
services for which a large number of members of Group 'D' Staff
and menials are placed at its disposal.
Apart form the routine registers, this
section maintains Cash Books, Stock Register, D.C.R. Registers,
Cheque registers, Transit Registers, Remittance Registers and
Processing Registers etc. |

Cinema License |
|
The Cinema License section is an important regulatory section
wing of the district administration. The objectives of this
section is to ensure proper licensing of permanent and temporary
cinema halls as well as Video Halls & Parlours. Casual cinema
shows may also be organized on obtaining permission of the
Collector through this section. Collection of amusement tax is
the other principal responsibility of this section. |

Motor Vehicle Section |
|
The main objectives of this department are:-

To Register vehicles of all types, issue permits to commercial
vehicles,

To ensure drivers are authorized,

To realize taxes, fees and ensure fitness of vehicles,

To ensure availability of passenger transport vehicles on
different routes,

To ensure only fit and proper vehicle to ply on roads,

Miscellaneous
The District R.T.A. consists of ..

The District Magistrate as the Chairman,

Member R.T.A. as nominated by the Transport Department,

R.T.O. as the Member Secretary. The R.T.A. deals with various
route permit matters and other policy issues concerning Motor
vehicles

Treasury |
|
In this district, there are six Treasuries:-

Two in Alipore, District Head Quarters - Alipore
Unit I, Alipore Unit II,

Four others in the Sub-divisional Head Quarters -
Diamond Harbour, Baruipur, Canning and
Kakdweep.

|
Revenue
Munsikhana
|
|
R.M. section performs important regulatory functions on behalf
of the Collector and the District Magistrate. This section deals
with matters relating to Civil suits, Civil rules, Non-Judicial
stamps & Court fees, determination of legal heirs, valuation of
probate cases, engagement of GPs and conduct of departmental
proceedings etc. |

Arms and Explosives |
|
The main job is to issue new Arms licenses and to renew the existing licenses. |
|
|
|
Land Acquisition |
|
One of the largest sections of the Collectorate, the Land
Acquisition section is basically designed to acquire lands in
the name of the Collector on the basis of the requisitions
placed by different public bodies (Requiring bodies).
Acquisitions may also be done for private bodies, if the project
involved relates to public utility services. The L.A. section in
this district has assumed particular importance in view of the
increasing urbanization of the peripheral area adjacent to
Kolkata and the consequent developmental thrust felt in those
localities. Presently, the section is preoccupied with the
acquisitions for the shifting of District Head Quarters at
Baruipur, construction of the Kulpi and Sagar Port, Housing
projects at Baruipur and the Eastern Link Highway. |

Election |
|
This section co-ordinates and conducts all election related
matters for the district. It prepares and conducts all
elections/bye-elections for the Election Commission of India as
well as the West Bengal State Election Commission. |
|
|
|
Development and Planning |
|
The Development Planning section of the Collectorate is designed
to monitor and co-ordinate the public developmental programs at
the district and the sub-district levels. Important projects
like the M.P.L.A.D.S., B.E.U.P., R.S.V.Y., Mid-day Meal etc are
handled from this section headed by the District Planning
Officer. |

Excise |
|
The Excise office has to balance between two objectives namely -
collection of excise revenue & prevention of illicit transaction
of excisable articles. In this connection the Excise regulatory
wing conducts regular raids and undertakes frequent enquiries
with a view to undertake protective measures. Under the
Collector of excise, the Excise Superintendent, Addl.
Superintendent, Deputy Excise Collectors, Inspectors and
Sub-inspectors make up the entire wing.
