Activity and function of the Department/ Section :

The Backward Classes Welfare & Tribal Development Department works for social, economic and cultural development of the people belonging to SC, ST and OBC in the District. The main functions of the Department are :
Promotion and implementation of educational schemes including training for enhancement of capabilities in them. Issuance of caste certificates and enforcement of reservation rules in services, posts and educational institutions.
Implementation of schemes including income generation schemes for economic upliftment Strengthening of infrastructure and creation of community assets for integrated development of the backward classes.
Social and cultural development of the Backward Classes BCW, Department has introduced e-enabled services for issuance of Caste Certificates and disbursement of all types of Scholarships resulting in transparency, speedy disposal, easy access and increased coverage.

Population Distribution :
Total population of SC in South 24 Parganas as per 2011 Census is 24,64,032.
Total population of ST in South 24 Parganas as per 2011 Census is 96,976.

MEDHASHREE	Educational Scholarship to OBC students from Class V to VIII	•OBC students reading from classes V – VIII •Having account with any nationalized bank branch •Caste certificate & Income Certificate issued by the competent authority. •Annual income not exceeding Rs 250000/- •Have to apply online through website www.anagrasarkalyan.gov.in	Online application through respective Institutions Level in Medhashree Portal.
PRE MATRIC SCHOLARSHIP	Educational Scholarship to SC, ST students of Class IX & X	•Attested copy of Caste certificate issued by the competent authority. •Having account with any nationalized bank branch. •Aadhar Card, if any. •All scholarship payments to be made using Aadhar Payment Bridge System to ensure that payments are made only to eligible beneficiary to their Aadhar seeded bank account. •Family annual Income ceiling Rs 250000/- •Attested copy of mark sheet / certificate of last examination passed. Application to be made through online website www.oasis.gov.in	Online application through Oasis Portal.
PRE MATRIC OBC	Educational Scholarship to OBC students of Class IX & X	•Attested copy of Caste certificate issued by the competent authority. •Having account with any nationalized bank branch. •Aadhar Card, if any. •All scholarship payments to be made using Aadhar Payment Bridge System to ensure that payments are made only to eligible beneficiary to their Aadhar seeded bank account. •Family annual Income ceiling Rs 250000/- •Attested copy of mark sheet / certificate of last examination passed. POST MATRIC SCHOLARSHIP	Educational Scholarship to SC,ST & OBC students of Class XI onwards	•Attested copy of Caste certificate issued by the competent authority. •Having account with any nationalized bank branch. •Aadhar Card, if any. •All scholarship payments to be made using Aadhar Payment Bridge System to ensure that payments are made only to eligible beneficiary to their Aadhar seeded bank account. •Family annual Income ceiling Rs 250000/- •Attested copy of mark sheet / certificate of last examination passed. •Course pursued must be regular & must be affiliated to UGC or any similar higher education department. Application to be made through online website www.oasis.gov.in	Online application through Oasis Portal.
INTERCASTE MARRIAGE	Incentive	•Any one of the Spouse belonging to SC category (Caste certificate issued by the competent authority) & other person belonging General category •Joint declaration made in specific format must be submitted (available in portal). •Attested copy of Marriage certificate issued by the competent authority. •Completion of 21 years for male and 18 years for female. Application to be made through online website www.anagrasarkalyan.gov.in & must be submitted to concerned SDO/BDO Office.	Any person can apply, one person belonging to SC category & another person belonging to general category
