About Samagra Shiksha Mission (SSM): Samagra Shiksha Mission (SSM) is Government of India’s flagship programme for achievement of Universalization of Elementary Education (UEE) in a time bound manner.  SSM is an overarching programme for the school education sector extending from pre-school to class 12. The SSM programme is also an attempt to provide an opportunity for improving human capabilities to all children, through provision of community owned quality education and enhancing learning outcomes of students, bridging social and gender gaps in school education in a mission mode.

Activity and function of the department/Section: 

Infrastructural Support: To achieve the goals of RTE norms, funds are allotted to the schools for infrastructural development purposes namely ACR, Toilets (Girls & Boys), Barrier Free Toilet (for CWSN), Boundary Wall, Guard Wall, Repairing grants, Toilets under Ganga Action Plan, Electrification on the basis of planning mode on field verification report and U-DISE data.

Enhancing Quality: For enhancing the quality of teachers, subject-wise teacher training on the new syllabus is imparted and training on Computer-Aided Learning to the teachers is also provided.

Pedagogy: The most important thrust area is the quality assurance of children. In fact, quality is the key word for all the interventions of UEE and CLRC was conceived as an institution for providing resource support to teachers and to schools.

Children With Special Need (CWSN):
Emphasis is given to streamlining the process of identification of CWSN.
Fund for procurement of Aids and Appliances is proposed for identified CWSN.
Initiatives are taken for 100% coverage of CWSN through regular schools.
Emphasis is given to make source person from in-service teachers through RCI Foundation course.
To provide support services including remedial teaching to the CWSN & to implement Therapeutic Management.
Apart from transport allowance, escort allowance is proposed for the CWSN with lower extremity disabilities, blindness, and mental retardation enrolled under different schools.
Braille Book and Large Print Book are procured for Visually Impaired Students.

Special Training for Mainstreaming Out of School Children: Special Training for age-appropriate admission for out-of-school children. A majority of out-of-school children belong to disadvantaged communities: scheduled castes, scheduled tribes, Muslim minorities, migrants, children with special needs, urban deprived children, working children, etc.

Girls Education: Samagra Shiksha Mission lays emphasis on bridging all gender and social category gaps at the elementary education level with time-bound objectives. It provides access, ensuring enrolment, improving retention and quality of girls education in both primary and upper primary and secondary level incorporating gender-sensitive components – conducting exposure visits for girls, Metric Mela etc.

Management Information System: The best practices for implementing Education Management Information Systems (EMIS) are to improve planning, organizational efficiencies, data collection and analysis, information sharing, and transparency in the education sector, especially as these activities may relate to helping meet objectives related to Education.

Student Data Base Management Information System (SDBMIS): Detailed information of each and every student of schools is being incorporated in the aforesaid database.

Community Mobilization activities: Community Mobilization in specific issues like enrolment, retention, dropout education of girl child and other disadvantaged groups is important to ensure attainment of the programme objective.

Student Credit Card: The Higher Education Department, Government of West Bengal has introduced and facilitatedthe Students of West Bengal to enable them to pursue education with necessary funds without having any financial constraints through banks having a maximum limit of Rs 10 lakhs at nominal rate of 4% simple interest.

This scheme is designed to support the students to pursue secondary, higher secondary, madrasah, undergraduate and post graduate studies including professional degree and other equivalent courses in any School, Madrasah, College, University and other affiliated institutes within and outside India. Students studying in various coaching institutions for appearing in different competitive examinations like Engineering etc.

  • Indian citizen & resident of West Bengal for 10 years (self-declaration).     
  • Applicant should not be aged more than 40 years at application time.       
  • Applicant should enrolled in higher education programs within or outside the country in schools, madrasahs, colleges, universities, IITs, IIMs, IISc, IIESTs, ISIs, NLUs, AIIMSs, NITs, XLRI, BITS, SPA, NID, IIFTs, ICFAI Business School, etc. or studying in coaching institutes for various competitive exams such as Engineering, Medical, Law, IAS, IPS, WBCS, SSC, etc.

Applicant have to visit the official website and click on “STUDENT CREDIT CARD

Now Click on “STUDENT REGISTRATION” option and select the one option from the following –
For institutions in India.
For institutions outside India.

Provide the required details for online registration process and click on “Submit” button to generate user id and password.

After completion of the registration process a unique id will be generated.

Now with the credentials need to log in through clicking on “Student Login” button from the home page

Here the candidate needs to furnish their all details which can be accessed through the “Applicant Dashboard

  • Personal Details.
  • Co-Borrower and Present Address Details.
  • Permanent Address and Course & Income Details.
  • Bank Details of Students and Co-Borrower.
  • Upload the required documents.
  • Submit.
