Activity and function of the department/Section:
•National Rural Employment Guarantee Act (NREGA) was notified in September, 2005, though anamendment.
•The name of the Act was changed to Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in 2009.
•The Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS) was created as the means to implement the Act so that the guarantee comes into effect(2006).
The main objective of this project is to create sustainable wealth by creating employment in rural areas. Through which it will be possible to improve the quality of life of the people of the village.The MGNREGA was created with the idea of giving rural households a safety net in form of guaranteed work possibilities.
The main function of MGNREGA is gives legal guarantee of a hundred days of wage employment in a financial year to adult members of a rural household who demand employment and are willing to do unskilled manual work.
SIGNIFICANCE –
•This scheme is to generate employment in grass root level of rural society of our country.
•This Act ensures the applicant to get 100 days of work within the 15 days of his/her application or else entitledto get unemployment allowance from the Government.
•This scheme has also diminished wage volatility and gender pay gap in labour.
•Providing economic security and creating rural asset.
•MGNREGA also help in:-
Protecting the Environment
Empowering rural women.
Reducing Rural –Urban Migration.
FEATURES –
Nearly 65% of the jobs are agriculture related.
One third (1/3) portion of the work is reserved for the female workforce.
Minimum wages can vary from state to State. Unskilled labour wages Rs.250.00(in West Bengal)
FUNDING –
The central government bears the full cost of unskilled labour and 75% of the cost of material.
Rest is borne by the state.
IMPLEMENTAION –
•Local gram panchayats are responsible to implement this noble idea.
•Anybody receding in India above 18 yrs of age can apply for the job card in their respective Gram panchayats. They must carry ADHAR card, Voter card , photo while applying.
•Programme officers are responsible for the verification of the applications.
•Job cards contains all the details about the applicants. Gram panchayats will display all the names of the applicant assigned for different jobs.
MONITORING –
•The entire project is regulated by the Ministry of Rural development, Govt. of India.
•The state govt. have to incorporate all features of NREGA in their respective Mahatma Gandhi National Rural Employment Guarantee Scheme.
PAYMENTS AND GRIVANCES –
•Wage seekers can raise their voice in their respective Gramsabha for any demands and grievances.
•National Electronic Fund management systems (NeFMS) regulates the payment of the workers. It reduces the delay in payment and also observes the direct payment of wages to the workers bank account.
•To maintain accountability and transparency social audit is being done by CAG (Comptroller and Auditor General).
